Cops charged with sexual abuse, coercion of inmates

A Eugene police officer was taken into custody Tuesday on charges of sexual abuse and coercion involving four adult females.
In an unrelated case, a second officer was placed on administrative leave in an investigation into allegations that he had inappropriate sexual contact with women while on duty.
Eugene Police Chief Thad Buchanan announced the arrest of Officer Juan F. Lara and an investigation into allegations made against Officer Roger E. Magana.
"This is a dark day for the Eugene Police Department and the community we have sworn to serve," Buchanan said Tuesday. "Every police officer is harshly impacted when one of our own violates public trust, casting the shadow of suspicion over the rest of us."
Lara, 29, was charged with first- and second-degree sexual abuse, coercion, official misconduct and public indecency. No charges have been filed against Magana, 40.
Lara has been with the department for almost three years, and Magana is an eight-year veteran. Both have been placed on paid administrative leave.
Allegations against Lara surfaced in early July when police were contacted by a friend of one of the alleged victims, Buchanan said.
An investigation found that Lara first became acquainted with two of the alleged victims after responding to calls at their homes. He made contact with two other alleged victims after the women left a downtown bar at closing time. In all instances, Buchanan said, Lara was on duty and in uniform.
The allegation against Magana was made in June. Buchanan said the investigation is continuing but "Police believe Officer Magana used his position as a police officer to gain sexual favors from women."
Investigators have identified several potential female victims in the case, and Buchanan said there are likely to be more victims.
Buchanan said the investigations have not uncovered any other officers on the 180-person force who knew about the alleged activities. The FBI probably will monitor both investigations, he said.Published by The Oregonian [Portland]
